Metro Accountability Charter
Restoring Trust - Reforming Metro Vancouver

The Metro Vancouver Accountability Charter signed today by mayoral candidates Daniel Fontaine and Kash Heed feature a series of direct actions related to compensation, transparency, governance, independent oversight and review. By endorsing the Charter, mayoral candidates commit to:

  • Ethical Compensation: Mayors will receive only their base municipal salary for regional board participation. No additional stipends or honoraria will be sought or accepted. 
     

  • Transparency: Mayors will vote in favour, at the earliest opportunity, for a full, independent review of the North Shore Wastewater Treatment Plant to ensure lessons are learned and accountability is restored.
     

  • Smarter Governance: Mayors will advocate for the creation of a smaller, directly elected Regional Services Leadership Council (comprised of all the Mayors + Representative from Tsawwassen First Nation) that can provide political oversight to organizations including - but not limited to - Metro Vancouver, Translink and E-Comm 911 and ensure regional services operate more efficiently and transparently.
     

  • Independent Oversight: Mayors will advocate to support the re-establishment of an Auditor General for Local Government or the expansion of BC's Auditor General mandate to include member municipalities and Metro Vancouver. If the Province of BC fails to act within six months of this request, the mayors will commit to establishing an independent Office of the Auditor General that encompasses both Metro Vancouver and TransLink.
     

  • Back-to-Basics Review: Within 90 days of election, the mayors commit to launching an independent Core Services Review of Metro Vancouver programs to identify potential cost savings and refocus the organization back to essential priorities.
